- பொருள் வரும் வழிகளை உருவாக்குதல் (இயற்றல்), அவ்வழிகளில் பொருளைச் சேர்த்தல் (ஈட்டல்), சேர்த்ததைப் பிறர் கவராமல் காத்தல், காத்த பொருளை உரிய தேவைகளுக்கு முறையாகப் பிரித்துச் செலவிடுதல் (வகுத்தல்) ஆகிய நான்கிலும் வல்லவனே அரசன். குடும்பச் செலவைத் திட்டமிடுவதிலும் பொருள் ஈட்டுதல், சேமித்தல், காத்தல், சரியாகச் செலவிடுதல் என்னும் இதே வரிசை பயன்படும்.
