- "சூழ்வார்" என்பவர் ஆராய்ந்து அறிவுரை கூறும் அமைச்சர் முதலியோர். மன்னன் அவர்களையே தன் கண்களாகக் கொண்டு நாட்டை நடத்துவதால், அவர்களைத் தேர்ந்தெடுக்கும்போது அவர்களுடைய பண்பையும் திறமையையும் நன்கு ஆராய்ந்தே தேர்ந்தெடுக்க வேண்டும். தவறான வழிகாட்டிகள் அமைந்தால் அவன் கண் இழந்தவன் போல ஆகிவிடுவான்.
