- அரசன் தன் பணிகளைச் செய்பவர்களின் நடத்தையை நாள்தோறும் ஆராய்ந்து கவனிக்க வேண்டும். அவர்கள் நேர்மை தவறாமல் இருந்தால், நாட்டு மக்களும் நெறி தவற மாட்டார்கள். 'கோடாமை' என்பது வளையாமை, அதாவது நேர்மையிலிருந்து விலகாமை. மேலிருப்பவர்கள் பணியாளர்களைத் தொடர்ந்து கவனித்து வந்தால், முழு அமைப்பும் சீராக இயங்கும்.
