- கூழ் என்பது செல்வம்; குடி என்பது குடிமக்கள். விளைவுகளை எண்ணிப் பாராமல் செங்கோலை வளைத்து, முறை தவறி ஆளும் அரசன் தன் செல்வத்தையும் மக்களையும் ஒருசேர இழப்பான். மக்கள் மனம் வெறுத்து விலகினால், செல்வத்தைத் தரும் அவர்களின் உழைப்பும் இல்லாமல் போகும்; ஆகவே இரண்டும் சேர்ந்தே அழிகின்றன. ஆராயாமல் எடுக்கும் முடிவு பெரும் இழப்பைத் தரும் என்பதும் இதன் கருத்து.
