- அரசர்க்குப் புகழை நிலைத்திருக்கச் செய்வது செங்கோல் ஆட்சி, அதாவது முறை தவறாத ஆட்சியே. அது இல்லையெனில் அரசரின் புகழ் என்னும் ஒளி நிலைக்காமல் மறைந்துவிடும். 'மன்னுதல்' என்பது நிலைபெறுதல்; 'ஒளி' என்பது புகழ், பெருமை. படையும் செல்வமும் எவ்வளவு இருந்தாலும், நேர்மையான ஆட்சியே ஒருவரின் பெயரை நீண்ட காலம் வாழவைக்கும்.
