- மக்கள் அஞ்சி நடுங்கும்படியான செயல்களைச் செய்து, கொடுமையான ஆட்சி நடத்தும் அரசன் உறுதியாகவும் விரைவாகவும் அழிவான். 'வெங்கோல்' என்பது கொடுங்கோல் ஆட்சியையும், 'ஒருவந்தம்' என்பது தவறாமல் நிகழ்வதையும் குறிக்கின்றன. அச்சத்தால் மட்டும் பிறரை அடக்கி ஆள்பவரின் அதிகாரம் நீண்டு நிலைப்பதில்லை.
