- ஒற்றர்களைக் கொண்டு செய்திகளை அறிந்து, அவற்றின் உண்மைப் பொருளை ஆராய்ந்து உணராத அரசனுக்கு வெற்றி அடைவதற்கு எந்த வழியும் இல்லை. 'கொற்றம்' என்பது வெற்றி என்று பொருள்படும். பகைவரின் நிலையையும் தன் நாட்டின் நிலையையும் அறியாதவன் எந்தப் போரிலும் வெல்ல முடியாது. தகவல் இல்லாமல் எடுக்கும் முயற்சி பெரும்பாலும் தோல்வியில் முடியும் என்பதை இது உணர்த்துகிறது.
