- வலிய கோட்டையின் பாதுகாப்பும் செல்வச் சிறப்பும் இல்லாதவர்களாக இருந்தாலும், மக்கள் தாம் வாழும் சொந்த நிலத்தில் இருக்கும்போது அவர்களைத் தாக்கி வெல்வது கடினம். 'சிறைநலன்' என்பது கோட்டையின் காவல் வலிமை; 'சீர்' என்பது செல்வமும் பெருமையும். தம் மண்ணில் நிற்பவர்களுக்கு அந்த நிலமே பெரும் பாதுகாப்பாக அமைகிறது.
