- குற்றம் நடந்தால் அதை நன்கு ஆராய வேண்டும்; யார் மீதும் இரக்கமோ விருப்பமோ காட்டிச் சாயக் கூடாது; நடுநிலை தவறாத மனத்துடன், தக்கவரோடு கலந்து எண்ணி, எவராயினும் அவருக்கு உரிய தண்டனையைத் தெளிவாக முடிவு செய்து செயல்படுத்த வேண்டும். இதுவே முறையான நீதி. இன்றும் தீர்ப்புச் சொல்லும் எவரும் உறவையோ நட்பையோ பார்க்காமல் உண்மையை ஆராய்ந்தே முடிவெடுக்க வேண்டும்.
