- விளக்கம்
- கொலையையே தொழிலாகக் கொண்டு வாழ்பவனைவிடக் கொடியவன், குடிமக்களை வருத்துவதையே வழக்கமாக்கிக்கொண்டு முறையற்ற செயல்களைச் செய்து ஆளும் அரசன். 'அலைமேற்கொண்டு' என்பது மக்களைத் துன்புறுத்துவதை மேற்கொண்டு என்று பொருள்படும். கொலைகாரன் சிலரையே அழிப்பான்; கொடிய அரசனோ நாட்டு மக்கள் அனைவரையும் நாள்தோறும் துயரில் ஆழ்த்துகிறான். அதிகாரம் கையில் உள்ளவர் செய்யும் தவறு பலரைப் பாதிக்கும் என்பதை இது நினைவூட்டுகிறது.
