- அரசன் முறை தவறி ஆட்சி செய்தால், மழை தன் பருவத்தில் பெய்யாமல் தவறும்; வானம் மழையைப் பொழியாது. 'உறை' என்பது மழைத்துளி; 'கோடுதல்' என்பது தவறுதல், வளைதல். ஆள்பவரின் கொடுமை இயற்கையின் ஒழுங்கையே குலைக்கும் என்று பழந்தமிழர் கருதினர். முறையற்ற ஆட்சியால் நாடு முழுவதும் வளம் குன்றும் என்பதை இது வலியுறுத்துகிறது.
