- மக்கள் எளிதில் சந்திக்க முடியாதவனாகவும், கடுகடுத்த முகம் உடையவனாகவும் இருக்கும் அரசனின் பெருஞ்செல்வம், பேய் கைப்பற்றிய செல்வம் போன்றது. அதனால் யாருக்கும் பயன் இல்லை என்பது கருத்து. 'அருஞ்செவ்வி' என்பது காண்பதற்கு அரிய நிலையைக் குறிக்கிறது. பொறுப்பில் இருப்பவர் எளிதில் அணுகக் கூடியவராகவும் இனிய முகம் உடையவராகவும் இருக்க வேண்டும்.
