The Union government is preparing a new law aimed at ensuring that senior leadership roles in the Central Armed Police Forces (CAPFs) are held by Indian Police Service (IPS) officers.

The CAPFs under the Centre include the CRPF, CISF, ITBP, SSB and BSF. According to the report, there has been long-standing discontent among cadre officers in these forces, who say they are unable to rise to top posts as IPS officers are routinely appointed to senior positions.

This has led to continuing friction between officers serving in the field and those occupying higher administrative roles. Against this backdrop, the government is moving to formalise the arrangement through legislation.

Union Home Minister Amit Shah is expected to introduce the draft bill in Parliament. The proposed law includes provisions on appointments, promotions and the overall structure of posts.

The draft proposes reserving up to 67% of Additional Director General, Special Director General and Director General posts for IPS officers. It also provides for up to 50% IPS reservation at the IG level, while the earlier proposal of reserving up to 20% of DIG posts for IPS officers has been fully removed in the new law.
