A new bill aimed at ensuring parental support was tabled in the Telangana Legislative Assembly on Friday. The proposal seeks to deduct a portion of salary from government and private employees found to be neglecting their parents, and remit the amount directly to the parents.
The bill, titled the Telangana Employees’ Accountability and Parental Support Monitoring Bill – 2026, was introduced by Social Welfare, Tribal Welfare and Senior Citizens Welfare Minister Adluri Laxman Kumar. The Congress government in the state is led by Chief Minister Revanth Reddy.
Under the proposed framework, the state will set up an appointing-authority mechanism in workplaces to inquire into complaints of parental neglect. Parents can submit petitions, with the district collector designated as the competent authority. A Senior Citizens Welfare Commission will function as the appellate authority, and a state-level monitoring body will oversee implementation.
Parents who are neglected can apply in writing seeking a share of the employee’s monthly salary, and must establish that they lack sufficient income and require financial assistance from their heirs. The designated authority must decide within 60 days; if not, parents may appeal to the commission, which must also decide within 60 days.
If neglect is confirmed, the bill provides for a monthly deduction of either Rs 10,000 or 15% of the salary, to be paid directly to the parents. The bill also allows parents to withdraw applications or seek cancellation of salary-sharing orders, and outlines procedures for transfer or cancellation of the benefit in case of the death of one or both parents. The proposed law is stated to apply not only to employees but also to elected representatives including MLAs, MLCs and local body members, and is expected to be enacted soon.
