Chennai’s DMK election manifesto, carrying 20 announcements under six broad themes, was released with the stated aim of upgrading the city to global standards. Chief Minister M.K. Stalin unveiled the package branded as the “Chennai Super-6” plans.

On mobility, the manifesto promises the launch of 1,000 new mini-buses and completion of metro rail expansion works by 2028. It also targets the creation of “world-class” aesthetically designed roads in Chennai by 2029.

On jobs and technology, the DMK has proposed setting up a hub for technologies such as AI and animation. The manifesto also speaks of building world-class infrastructure, advanced skill-development training and research centres, alongside the creation of higher-income employment opportunities, including 20,000 high-salary jobs.

For civic services and animal welfare, the party has promised to triple the number of veterinary doctors and dog catchers, and to create expanded shelters in partnership with NGOs. It also lists timelines for major infrastructure works, including completion of more than 10 key projects—such as the Chennai Outer Ring Road plan from Ennore to Poonjeri—by 2027.

The manifesto further commits to finishing stormwater drains by 2028 and the underground sewerage scheme by 2027. It also proposes upgrading common facilities in Urban Habitat Development Board apartment blocks through residents’ welfare women’s associations with government funding, installing high-intensity streetlights in all residential areas, and establishing a dedicated world-class cultural centre for arts, music and literature.
