A woman civil contractor from Madurai has filed a complaint with the Tamil Nadu Vigilance and Anti-Corruption (DVAC), alleging that officials of TADCO demanded a commission from her contract payments.

TADCO (Tamil Nadu Adi Dravidar Housing and Development Corporation) undertakes works such as housing, roads, electricity poles, water tanks, knowledge centres and community halls in areas inhabited by Scheduled Castes and Scheduled Tribes. The complaint also points to allegations that, despite a government order to prioritise SC/ST contractors, officials allegedly favour select bidders in tenders.

According to the complainant, Kayalvizhi, she registered as a TADCO civil contractor in the 2024–2025 financial year and completed works in Thiruparankundram and Madakulam. She said the chief engineer, Anbu Devakumari, demanded 10% of the ₹55 lakh construction amount for a Madakulam hostel project as an “M settlement”, which she described as “minister settlement”.

She alleged that after refusing to pay the bribe, her final bill was withheld and she was threatened that future contracts would not be awarded unless she paid ₹5.5 lakh. She further stated that the Madurai Bench of the Madras High Court had earlier granted interim relief and directed that work be continued, but claimed the order was not followed. The complaint seeks action against the managing director Kandasamy and the chief engineer, among others.
