New Delhi: Delhi Police’s Special Cell has arrested nine people allegedly linked to Pakistan’s intelligence agency, the ISI, for an alleged conspiracy to carry out terrorist attacks at multiple locations, including in the national capital.

Police said intelligence inputs last month warned of a possible attack plan across different parts of Delhi. Based on the alert, the Special Cell launched an operation named “Gang Bust Operation 2.0” and conducted searches at several places.

During the initial action, two suspects connected to an ISI agent identified as Shahzad Bhatti were detained. Further questioning and a covert follow-up probe across multiple regions led to the arrest of nine members allegedly associated with the same network.

Investigators said the group had allegedly split into teams to survey and record visuals of potential targets and shared photos and videos with contacts linked to Bhatti and the ISI. Among the alleged targets were a historic Hindu temple in Delhi, a popular dhaba on the Delhi–Sonipat highway, an army camp in Hisar (Haryana), and key police stations in Uttar Pradesh.

Police said weapons, mobile phones and electronic devices were seized. Authorities also claimed the arrested men had travelled to Pakistan and received training in explosives and grenade attacks. Following the arrests, security has been strengthened in Delhi and other major cities.
