The Union Cabinet, chaired by Prime Minister Narendra Modi, has approved a Rs 25,630 crore central outlay to strengthen and digitise the public distribution system (PDS) across India. The initiative, titled “Sarthak PDS”, is planned to be implemented during the tenure of the 16th Finance Commission, with the programme running up to 2031.
Union Minister Ashwini Vaishnaw said the move is aimed at structural improvements in the system, while the existing method of ration distribution to beneficiaries will remain unchanged. The focus will be on modernising transport, logistics and handling of foodgrains to improve overall efficiency.
According to the minister, the scheme is built on three pillars to enhance capacity, transparency and public participation. “Nirmal” will be an AI-based, real-time beneficiary registry linked directly with central departments to help ensure benefits reach eligible recipients.
“Asha” will be a multilingual, AI-enabled public grievance and communication platform, integrated with WhatsApp and chatbot services, designed to handle up to three lakh complaints and feedback interactions daily. “Saksham” will be an AI platform for distribution management, including vehicle tracking, QR-code based monitoring and tools to forecast foodgrain demand.
The Centre estimates that modern logistics management could reduce foodgrain transport travel distance by 15% to 50%, improving operational efficiency and cutting transport costs. The government said the programme will use technologies such as AI, machine learning, natural language processing and blockchain, and will support food security for 81.35 crore beneficiaries covered under the National Food Security Act.
