The Madras High Court has ordered an inquiry into alleged multi-crore irregularities in government tenders across Tamil Nadu departments and directed the Directorate of Vigilance and Anti-Corruption (DVAC) to proceed based on the findings.

The petition was filed by Veerappan of Villupuram district, who said he sought information under the Right to Information (RTI) Act on infrastructure-related contracts. After reviewing the details received, he alleged that tenders in multiple departments were steered to a particular set of firms using forged documents.

According to the petitioner, since 2022 more than 12 contract works were allegedly secured by two firms—C Rock Infrastructures and Sri Pathi Associates—by submitting fake documents and certificates. He further claimed the firms acted in concert, projecting themselves as rival bidders to prevent genuine competition, and that subcontractor experience certificates submitted to meet eligibility norms were found to be fabricated based on RTI responses.

The petitioner said he had submitted complaints in August 2025 to the DVAC, the Water Resources Department and the Public Works Department, but no action followed. During the hearing before Justice G.K. Ilanthiraiyan, the state, represented by Advocate General Vijay Narayan, said the PWD chief engineer had constituted a committee, which met on May 26, and that an inquiry was under way with a report to be filed.

In its order, the court directed the PWD committee to complete the inquiry within eight weeks and submit a report to the DVAC. The DVAC was instructed to conduct appropriate investigation based on the report and take legal action against those found responsible, after which the case was closed.
