Chennai: The Tamil Nadu Public Works Department (PWD) has issued new guidelines aimed at strengthening transparency in the process of selecting contractors.
In a government order, the PWD Secretary said tender conditions should not be framed in a way that reduces competition. Officials have been instructed to avoid unnecessary restrictions or requirements tailored to suit a particular individual.
The order mandates that contractor selection must be carried out entirely through online mode. It also bars any interference or direct contact that could affect the transparency of the tender process.
Tender-inviting authorities have been asked to provide adequate time for bidders to respond. The guidelines also advise avoiding “package tenders” intended to limit competition and stress providing fair opportunities for eligible contractors.
Further, tender evaluation committees must record reasons in writing when a contractor is disqualified or when a bid is rejected, the order said.
