The Union Education Ministry has released the Performance Grading Index (PGI) report for 2025-26, ranking states and Union Territories on school education outcomes.

According to the report, Tamil Nadu, Delhi and Chandigarh secured the top grade of “Utkarsh” in the category of social justice and equity in school education.

In the indicator related to preventing school dropouts, Tamil Nadu was placed second under the “Uttam-1” grade. Puducherry and Kerala achieved the highest grade “Utkarsh” and were ranked first in this category.

The PGI assessment is based on 70 factors grouped under six key domains, including education infrastructure, learning outcomes, quality, and teacher training. In the overall list for education quality, Chandigarh ranked first, while Kerala, Delhi, Punjab, Dadra & Nagar Haveli and Daman & Diu were placed second, the report said.
