Bill passed without debate amid disruptions
The Lok Sabha on July 31 passed the Birth and Death Registration (Amendment) Bill, 2026 without a discussion, amid sustained protests by opposition parties.
Protests over lathi-charge issue
The ongoing Monsoon Session, which began on June 20 and is scheduled to run until August 13, has seen repeated disruptions. Congress and other opposition parties have been raising the issue of an alleged lathi-charge on students during a protest in Delhi over the NEET question paper leak, demanding an explanation from Union Home Minister Amit Shah.
House adjourned as sloganeering continued
As the House assembled, opposition MPs raised slogans and later moved to the well of the House. In the resulting commotion, the Bill was put to a voice vote and cleared, after which the Lok Sabha was adjourned for the day.
Key provisions of the amendment
The Bill proposes changes to the 1996 law on birth and death registration. It mandates an order from a First Class Judicial Magistrate for registrations delayed by more than two years, while the existing approval process for delays between one and two years—through the District Collector, Revenue Divisional Officer, or an authorised executive magistrate—will continue. The Bill will now be sent to the Rajya Sabha for approval.
