Parliament’s Monsoon Session, which began on July 20, concluded on Wednesday, with 12 bills passed, Parliamentary Affairs Minister Kiren Rijiju said.
Proceedings in both the Lok Sabha and Rajya Sabha were repeatedly disrupted as Opposition MPs raised issues including the police lathi-charge on youths during a Delhi protest and alleged irregularities linked to donations to the Ram temple trust. The disruptions affected the functioning of both Houses, which were adjourned sine die.
Speaking to reporters after the session ended, Rijiju said that while the session was “very successful” in terms of legislative business, it fell short on debate and discussion due to interruptions. He said the Lok Sabha functioned for 19% of its allotted time, while the Rajya Sabha functioned for 39%.
Rijiju added that only one bill in the Lok Sabha saw a full-fledged discussion during the session. The bill, aimed at preventing question paper leaks in examinations and curbing related malpractices, was discussed in detail in both Houses.
The report also noted concerns that repeated disruptions and walkouts hindered MPs from raising constituency and national issues, while leading to financial losses due to unproductive House time.
