Lok Sabha Speaker Om Birla has constituted a 31-member Joint Committee of Parliament (JPC) to examine the Foreign Contribution Regulation (Amendment) Bill, 2026. The panel will be chaired by BJP Lok Sabha MP Sanjay Jaiswal.
The Union government had first introduced the proposed amendment during the previous Budget session to regulate how individuals, organisations and non-governmental organisations receive and use foreign donations. The move, however, faced opposition from parties in the House, and the introduction was halted.
Subsequently, during the Monsoon session, the government brought amendments that include provisions under which assets purchased using foreign funds could come under the control of an authorised body appointed by the Centre if an organisation’s FCRA licence is not renewed or is cancelled.
The proposed changes drew objections from various quarters. Following opposition, including from chief ministers of states with large Christian populations, it was announced that the Bill would be referred to a JPC for detailed scrutiny.
The newly formed committee includes 21 members from the Lok Sabha and 10 from the Rajya Sabha. It is expected to consult stakeholders and submit its recommendations to the Union government.
