Carney was speaking about Canada’s large-scale clean energy plan, describing the investment as comparable to “18 Hoover Dams.” As he made the point, he imitated Trump’s familiar forward-and-back hand movements used in speeches.
The moment came as Canada and the United States remain locked in a serious trade dispute, adding political edge to what was presented as a humorous aside.
Video of the gesture has since spread widely online, drawing a range of reactions. Reports also noted that Carney had previously mocked Trump’s speech style and gestures on a public stage while recalling a White House event in June.
